Glen serves as Castellum's President and CEO, responsible for the company’s overall operational and financial performance, growth, and the professional well-being of every team member. Along with his strong leadership team, he defines the company’s strategic direction, operational focus, and priorities, establishing an optimal rhythm to maximize daily execution and enduring performance to achieve our goals of growth and strengthening the company. His leadership developed over 45 years of military and industry experience. A graduate of the United States Naval Academy and United States Army War College, he served as a Naval Officer and Naval Aviator deployed throughout the world and across the United States.

Before joining Castellum, he served as President and CEO of a leading government contracting company, where he brought together a world class team of technology leaders and professionals and transformed the company into a leading technology solutions and services enterprise, providing software and systems engineering solutions for mission critical requirements across the high value domains of Cyber, AI/ML, C5ISR, Data Science and Analytics, Cloud Technologies, and Digital Transformation.

He has also served as President of the Southern Maryland Navy Alliance and helped to bring the University System of Maryland to the Southern Maryland region with an $85 million Academic and Research, Development and Technology Innovation complex that fuels technology innovation, transfer and commercialization, and significantly strengthens the region’s work force through education and training opportunities, growing better paying higher quality professional careers and jobs, and diversifies the region's economy and industry bases.

Glen is a graduate of Leadership Maryland and served on the Board of Directors of the Professional Services Council (PSC), the leading advocate of the government technology and professional services industry, and as a member of the Board of Trustees of St. Mary’s College of Maryland. He is the past Honorary Chairman of the United Way, Christmas in April and Special Olympics, and currently serves on the Advisory Board for the University System of Maryland at Southern Maryland, and on the Board of Directors of St. Mary’s MEDSTAR Hospital.


Andrew Merriman

Andrew (Drew) Merriman is Castellum's chief operating officer (COO). Mr. Merriman is responsible for the operational performance of the company's four subsidiaries and associated mission sectors. In addition, he leads the internal IT Services organization. Prior to serving as COO, Mr. Merriman was the Deputy COO and VP of Technology and Deployment at Castellum.

Before joining Castellum Mr. Merriman was the founder and CEO of Merrison Technologies, which was acquired by Castellum in August 2021. He built a strong business focused on the Federal Civilian market with subject matter expertise in eGov travel, data analytics, systems integration, and systems administration. Merrison had contracts with GSA, Smithsonian Institution, NSF, and DOJ. Under Mr. Merriman’s leadership Merrison experienced explosive growth joining the Inc. 5000 fastest growing companies list in 2018 with 176% revenue growth over a three-year period.

Mr. Merriman spent 11 years working at Northrop Grumman (NG) working his way up from Software Development manager to Technical Director. In his time at NG he managed development, test, CM, requirements, operations, and engineering teams. He also oversaw and managed operations for three data centers. Mr. Merriman has a bachelor's degree in information systems and is a Certified CMMC Professional (CCP) with the Cyber AB.


Jay O. Wright

General Counsel/EVP Strategy/Co-Founder

Jay Wright leads all strategic discussions for Castellum including M&A, partnerships, and alliances. He works with CFO David Bell on financing matters and is involved in reviewing all key legal documents including the company's SEC filings. He also manages Castellum's relationships with investment banks and outside legal firms.

Mr. Wright has over twenty years of experience in finance and public markets. As the Chairman, Chief Executive Officer or Chief Financial Officer of three public companies over the past eleven years, he has structured numerous private and public financing transactions. He also served as Chief Financial Officer for TAMSCO, a privately held government contractor, which he helped sell for $83.5 million in 2003, and was a founding shareholder of Chesapeake Government Technologies, which was acquired by Widepoint Corporation (Amex: WYY) in 2004. He has expertise in all aspects of structuring private placements and in creating exits via mergers and acquisitions and open market sales.

Previously, Mr. Wright worked as an investment banker with Merrill Lynch in New York and a mergers and acquisitions lawyer with Foley & Lardner in Chicago and Skadden, Arps in New York. Mr. Wright received his law degree from the University of Chicago Law School and his Bachelor's degree in Business Administration from Georgetown University, summa cum laude, where he also serves as an adjunct finance professor. Mr. Wright is a member of the Illinois state bar and is Series 7, 24 and Series 66 qualified. Mr. Wright is the co-author of Finance and Accounting for Nonfinancial Managers, Sixth Edition (Perseus Books, 2010).


David T. Bell

As chief financial officer and treasurer, David T. Bell is responsible for all of the company’s financial functions, including accounting, audit, treasury, and corporate finance. His career spans more than 30 years in financial management, public account, and business leadership.

Prior to joining Castellum in 2022, David completed 28 years in the public accounting profession with both Arthur Andersen and Deloitte, including 14 years as an audit partner with Deloitte, as well as six years in Deloitte’s national office as an accounting consultation partner and as chief of staff. He has a proven track record leading service engagements and advising C-suite and boards of public and private companies in aerospace & defense, technology, and other industries. David has extensive knowledge of revenue recognition, leases, derivatives, consolidation, and internal controls.

David holds a Bachelor of Business Administration in Accounting (summa cum laude) from Harding University, where he also serves on the university's President's Council. David is a Certified Public Accountant ("CPA"), licensed in Illinois and Virginia, and a member of the American Institute of CPAs, Illinois CPA Society, and the Virginia Society of CPAs.


Bernard S. Champoux

Chairman of the Board

Bernie Champoux joined Hanwha in May 2017, formed and led the establishment of their US & Americas business for four years, before moving to Government Relations, May 2021. Prior to Hanwha, he consulted for Lockheed Martin, L3, CENTRA Technology, Analytical Services (ANSER), and the Defense Science Board. He is a founding Director, Korean Defense Veterans Association; a Director for MFSI Government Group, the National Defense Industrial Association, and Vice Chairman, Korean War Veterans Memorial Foundation.

Bernie served nearly 39 years in the US Army commanding from Platoon through Field Army in light, mechanized, and motorized Infantry, with multiple tours in the Rangers, and numerous operational deployments including over three years in combat. He led the 25th Infantry Division as the last Division Headquarters in Iraq during Operation New Dawn.

Bernie was the Executive Officer to the Commander in Chief, United States Southern Command and the Executive Assistant to the Vice Chairman of the Joint Chiefs of Staff. He was also both the Deputy and Chief of Legislative Liaison, Office of the Secretary of the Army.

Following in his father's footsteps who served as a company commander during the Korean War, Bernie served almost four years in the Republic of Korea culminating his tour of duty as the Commander, Eighth Army while simultaneously serving as the Chief of Staff for United Nations Command, ROK-US Combined Forces Command, and United States Forces Korea. He received the Gukseon Medal, Order of National Merit from the ROK government and the Department of Defense Distinguished Service Medal for his contributions to the ROK-US Alliance.

Bernie received his BA from Saint Anselm College, is a graduate of the US Army War College, and the Army Strategic Leader Development Program.


Mark C. Fuller

Mark Fuller is an accomplished leader and manager with over forty years of experience in public and private companies, large corporations and start-up ventures with businesses in the commercial and government sectors. He has served in numerous executive roles including Chairman, President, Chief Executive Officer, Chief Operating Officer, Chief Financial Officer and Chief Revenue Officer. In addition, he has held senior leadership positions responsible for engineering, operations, sales, corporate development/strategy and service delivery.

Mark's work history includes commercial companies and government contractors across various industries; telecommunications, Internet, software, cyber security, energy management, renewable energy, real estate and consulting. As part of management teams and as an outside advisor, he has raised over $3 billion in funding for the growth and expansion of businesses. In 2003 he was a founding shareholder of Chesapeake Government Technologies, which was acquired by Widepoint Corporation (Amex: WYY) in 2004 where he served as a Director and CEO. He has also led and been involved in various mergers and acquisitions.

Mark is a graduate of the United States Military Academy at West Point, New York where he received a Bachelor of Science in Engineering and has earned FINRA (NASD) Series 7 and 66 licenses.

Mark Alarie

Director

For the last decade, Mark has been an angel investor focusing on equity investments in early stage technology companies in the United States.

From 2008 through 2012, Mr. Alarie was President of iCertainty, Inc., a Maryland-based compliance software company. Prior to joining ICertainty, Mark was co-founder and Principal at CameronBlue Capital in McLean, Virginia after serving as Principal at CrossHill Financial Group in Rosslyn, Virginia.

As a private equity fund manager and investor at CrossHill and CameronBlue, Mark focused on investments in technology-related companies in the Washington, DC region, primarily computer software companies.

Prior to his private equity career, Mr. Alarie worked at both Legg Mason and Alex Brown investment banks in Baltimore, servicing the institutional clients of both.

After graduating from Duke University with an Economics degree in 1986, Mark played for the Denver Nuggets and the Washington Bullets (now Wizards) for six years before attending The University of Pennsylvania's Wharton School of Business and earning an MBA in 1995.

Born and raised in Phoenix, AZ, Mark attended Brophy Preparatory School prior to leaving home to play basketball at Duke University where he achieved All-American honors and became the school's third all-time leading scorer.


John F. Campbell

Director

General (Retired) John F. Campbell retired from the US Army on 1 May 2016 after 37 years of active duty service. He was most recently the Commander of all US and NATO Forces in Afghanistan from August 2014 to March of 2016. He also served as the 34th Vice Chief of Staff of the U.S. Army; the second highest ranking officer in the 1.1 million US Army. General Campbell has commanded at all levels of the Army, from a company of paratroopers, to a Special Forces Operational Detachment Alpha, to a light infantry battalion, to a brigade of paratroopers in the 82d Airborne Division to the Commanding General of the famed 101st Airborne Division.

General Campbell has deployed multiple times to both Iraq and Afghanistan and has over 54 months in combat. He holds a Bachelor of Science degree from the U.S. Military Academy and master's degrees in Public Administration from Golden Gate University and an honorary MS in National Security Strategy from the Army War College. During his military service, General Campbell earned a number of individual and campaign awards and decorations to include the Defense Distinguished Service medal, three Distinguished Service Medals, the Defense Superior Service Medal, three Legions of Merit, three Bronze Star Medals, the Combat Infantry Badge, Combat Action Badge, Master Parachutist Badge and the Ranger and Special Forces Tabs. In 2018 he was inducted into the inaugural class of the 82d Airborne Division's Hall of Fame. He currently serves on several corporate boards and veteran non-profit boards and is the Chairman for Army Emergency Relief (AER) and Chairman for NS2 Serves.


Tom McMillen

Director

Tom McMillen—Olympian, Rhodes Scholar, professional basketball player, Congressman, author, businessman—first received acclaim in high school when he was named the best basketball player in the US, featured on the cover of Sports Illustrated.

A graduate of the University of Maryland, McMillen was a Rhodes Scholar, played eleven years in the NBA, was a member of the 1972 Olympic team, served three terms in the US House of Representatives and was co-chair of the President's Council on Fitness and Sports. McMillen currently serves as CEO and President of the LEAD1, comprising 130 of the premier college athletic programs representing over $8 billion in revenue. During his career, McMillen has been an active investor, principal and board member in many companies, including ten public companies. He was formerly a member of the board of regents of the University of Maryland System and was the Founding Chairman of the National Foundation on Physical Fitness, Sports, and Nutrition. His book, Out of Bounds, examines the conflicts between sports and ethics.

Emily L. Mosso

VP of Finance

Emily Mosso is the Vice President of Finance managing the company’s financial reporting, ensuring compliance with regulatory requirements and accuracy in financial statements. She oversees the accounting operations, including internal controls and budgeting, to support the company's financial integrity and operational efficiency, in addition to managing Castellum’s financial risks and leading the treasury functions. Ms. Mosso brings a wealth of experience and expertise to her role, boasting over 18 years of distinguished service in the finance and accounting sectors. She began her career at Ernst & Young, where she honed her skills in public accounting over eight years. During her tenure, Emily developed a deep understanding of complex financial systems, compliance standards, and revenue recognition principles. She managed teams of over 20 staff, auditing the government contracting and hospitality sectors. Her dedication and keen analytical abilities quickly set her apart as a reliable and insightful professional in the industry. Additionally, Emily was one of the original members of the Women’s Network within Ernst & Young.

Following her successful tenure at Ernst & Young, Emily transitioned into the aerospace and defense sector, where she spent the last decade as a Controller, serving the U.S. Government as a contractor. In this role, she oversaw financial operations, managed multi-million dollar budgets, and played a crucial part in strategic decision-making processes. Emily was instrumental in implementing internal controls and aligning the company's practices with the latest revenue recognition standards. She holds both a Bachelor’s degree in Business and a Masters of Accounting from the College of William and Mary and is a Certified Public Accountant (CPA), which underscores her commitment to maintaining the highest standards of professional excellence.


Erin Emery

VP of Human Resources

Erin Emery is the Vice President of Human Resources responsible for the HR, Recruiting, Facility Security, and Training teams at Castellum. She has more than 25 years of exemplary client service and full life cycle human resources experience in support of the defense consulting industry. As a member of the leadership team, she provides a strategic and integrated approach in human resources leadership, talent acquisition and operational security. In addition to her role in corporate HR, Ms. Emery also spends a significant amount of time volunteering with our local veteran community. As the daughter of a veteran, she naturally fell into a role where she was able to share her talents assisting veterans with their career needs by providing career counseling, job placement, and resume writing.

Ms. Emery holds an MBA from Purdue University and a BA in Psychology from St. Mary’s College of Maryland. Ms. Emery is also a licensed Realtor in the state of Maryland. Originally from Massachusetts, she has called Southern Maryland home for over 25 years. She is the proud mother of two young men. Ms. Emery is the Vice President & Co-Founder of The AVA Group (A Service-Disabled Veteran Owned Non-Profit) and sits on the Board of Directors for The ACE Foundation and the Human Resources Association of Southern Maryland.


Jim Morton

VP of NAVSEA/NAVAIR

Jim Morton is the Vice President of NAVSEA/NAVAIR and CEO of the Global Technology and Management Resources Inc. (GTMR) subsidary responsible for growing Castellum's Navy Division. Before joining Castellum he was President and CEO of GTMR, growing from 22 teammates to over 80 professionals in the C4ISR field providing world class engineering, logistics, installation, and publications work to its many customers. He is experienced in all facets of corporate operations and business development, brought GTMR its first Prime Contract, 5-year contract valued at over $83 Million Dollars, as well as numerous subcontracts that contributed to GTMR’s growth. Mr. Morton has excellent communication and leadership abilities with a proven capacity to mentor and lead teams.

Prior to GTMR Mr. Morton served in the World’s Greatest Navy, having 20 years of distinguished service, retiring as a Senior Chief Petty Officer. He spent numerous tours flying and updating C4ISR platforms as an enlisted aircrew/avionics technician around the world.


Fred Dixon

VP of Army Division

Fred Dixon is the Vice President of Castellum's Army Division and the Corvus Consulting, LLC subsidary. He is responsible for leading the company’s operations to Army, Joint, and OSD organizations supporting strategy and policy development, planning, and technical support for information related capabilities.

Mr. Dixon retired from the U.S. Army in 2021 after 33 years of active duty. His initial service included enlisted assignments in both Signal and Military Intelligence Corps. He received a commission in the Regular Army in the Armor Branch, deploying a tank platoon to Bosnia Herzegovina before returning to the Military Intelligence Corps. His intelligence assignments included deployment to Operation Iraqi Freedom as Brigade Intelligence officer, Foreign Intelligence Watch Officer in the Pentagon, and, as strange it as seems, simultaneous command of two companies at the Quartermaster Center and School. He transitioned to the Information Operations functional area in 2006, deploying to again to OIF as a Brigade S7, serving on the U.S. Army Europe Staff as an Information Operations and Operations Security Officer, as a Battalion and Brigade Operations officer for the 1st IO Command, and as the G-7 for Eighth Army in South Korea. His final assignment was to the Pentagon, where he served as the Strategy and Plans officer for the HQDA G-3/5/7 Cyberspace Operations Directorate, and Deputy of the Cyberspace Operations Division of newly formed Strategic Operations Directorate.

Mr. Dixon returned to the Pentagon as Program Analyst for DAMO-SOI as a contract employee of Corvus consulting. He has continued to support DOD information operations efforts, both through his work supporting HQDA DAMO-SO G-3/5/7 Information Advantage development and his membership on the OUSD (R&E) Defense Science Board.


Bob Swigon

VP of NAWCAD/Lakehurst

Mr. Swigon oversees the successful execution of contract services for the Naval Air Warfare Center Aircraft Division (NAWCAD) at Lakehurst, as well as State and Local government services. He is also responsible for growing Castellum's Navy Division. Mr. Swigon brings over 35 years of experience developing highly complex custom software solutions for industry and government with more than 20 years focused on Department of Defense contracting. Mr. Swigon works closely with Navy and senior Castellum leadership to provide world class support to the Naval enterprise.

His previous experience includes providing management, strategic planning, and analysis expertise supporting Federal agencies and Department of Defense critical customer initiatives. Prior to transitioning to his current role, Mr. Swigon provided Science and Technology support to NAWCAD, actively engaging with his Naval customers providing technical strategy, vision, and transition pathways of new technologies for Aircraft Launch and Recovery Equipment (ALRE), Flight Operations Management, and Naval Aviation Support Equipment (SE). Mr. Swigon is a graduate from Stockton University holding a B.S. in Information and Systems Sciences.


Bill Cabey

VP of Program Execution and Support

William Cabey is Vice President of Program Execution and Support at Castellum, Inc., with its primary focus on supporting Castellum's Operations, Finance, and Business Development units. Mr. Cabey joined Castellum through its merger with Specialty Systems, Inc. in 2021. Over the course of a 42 year career at Specialty Systems, Mr. Cabey's primary areas of responsibility comprised leading the delivery of highly complex technical services and solutions to clients across Federal/State/Local Government and Commercial markets along with performing business development and capture in these same markets.

Mr. Cabey led the company through multiple business transformations, starting with its roots in the implementation and customization of general business software applications, to the company’s position as the foremost contractor support services provider at NAWCAD Lakehurst. Mr. Cabey is proficient at identifying opportunities, defining goals and objectives, developing game plans, motivating teams, building strong client relationships and achieving success.

Mr. Cabey graduated from Wake Forest University with a Bachelor of Science degree in Mathematics and Business Administration. Mr. Cabey also possesses a Graduate Certificate in E-Commerce from Rutgers University.


Brooke Citrano

VP of Business Development

Brooke Citrano is Vice President of Business Development responsible for developing, coordinating, managing, and implementing plans and strategies designed to identify and capture new market and business opportunities and retain existing business aligned with Castellum's strategic growth plan. In partnership with division leadership, Brooke ensures Castellum’s capabilities are purposely aligned and architected to match customers' current and future mission requirements.

With over 20 years of success in Business Development and Program Management within the Defense and Intelligence Community, Brooke previously worked as an Independent Consultant, where she created and executed market penetration plans for small businesses. She developed business development processes, tools, and templates and managed Business Development and Sales Teams. Brooke established a Program Management Office to handle a multi-award billion-dollar IDIQ and led capture management and proposal phases for contracts worth over $9 billion globally.

Brooke also served as Southeast Regional Vice President for Shipley Associates, managing full lifecycle business development. At Kforce Government Solutions (KGS), she captured and managed new IT programs from identification to delivery. During her 13-year tenure at General Dynamics Information Technology, Brooke supported U.S. Naval Satellite Operations Command (NAVSOC) and U.S. Central Command (USCENTCOM). She advanced to Southern Region Senior Program Manager, overseeing IT contracts with an annual P&L responsibility exceeding $75 million. Brooke’s extensive experience is invaluable in expanding Castellum business.
